Residents on the Park, Crescent and (possibly) the Road will have received a letter from Steptelecoms and KLM Utilities regarding work they are about to commence on these roads. SRA issued a statement on its website about contact these companies had made with the Association on 22nd of January. The then preferred route for the duct installation was very different from the one for which they have now obtained a licence from Dublin City Council (DCC) to carry out work. The companies did not inform the Association that a licence application for a different route had been made. Our officers first learned of the change from the letter put through our doors at the weekend.
The work planned is a continuation of that carried out along Leinster Street before Christmas. It involves trench digging, duct installation and trench filling from the junction of the Park with the Road to the junction of the Park with the Crescent. This work will then continue along the length of the Crescent to its junction with Connaught Street. We understand that this work will be carried out in sections, with about 30 metres of roadway being covered per day. It is expected to last for about eight weeks and, therefore, to be finished in early April.
Residents of the roads being dug up will be required to remove their cars from the areas of their road being worked on at any particular time. For the period of the work, we are told, DCC permit holders on the affected roads will be not be clamped when they park on `adjoining streets’. The only available documentation of this arrangement is contained in an email exchange between staff of KLM Utilities and DCC officials:

I have asked DSPS to allow permit holders for Thor Place to park on adjoining streets until the 23rd of February.
I have asked DSPS to allow permit holders for Shandon Park, Shandon Road & Shandon Crescent to park on adjoining streets until the 7th of April.
If these works go over please let us know before the end dates I have mentioned as permit holders will not be covered after the above dates.

There is as yet no specification of what “adjoining streets” are. One might think it probable that the other Shandon streets with permit parking are “adjoining” but are, say, Connaught Street and Leinster Street included? SRA will be pursuing clarification of this matter with DCC as a matter of urgency. Parking in Shandon is a vexed issue at the best of times and the next eight weeks are likely to be very bad times for those seeking a space. The situation would be somewhat eased if those who have off-street parking available to them made the maximum use of it. For this to happen it is essential that entry and exit to garages is not obstructed by people parking in the back or side laneways. This should not be happening at any time, but it is particularly important that it does happen over the next eight weeks.
The work DCC has licensed will almost certainly be disagreeable and disruptive for the whole neighbourhood and particularly for the streets along which the duct is being installed. Residents should contact SRA in relation to any specific problems that arise so that we can attempt to ensure that they are promptly addressed by the contractors and/or by DCC. These problems might also be speedily and forcefully communicated to the area’s elected public representatives, be they Councillors or TDs.
