Shandon Residents Association has been contacted by a telecommunications company, Steptelecoms. This company carried out work that involved digging up the road and laying cable-carrying ducts on Leinster Street before Christmas. Steptelecoms now plan to extend this work through Shandon and the preferred route the company has indicated first goes along Shandon Road from its junction with Leinster Street and then goes up the laneway between Shandon Drive and Connaught Street towards Shandon Crescent.
In relation to the licensing of the planned work, the company states that it (quote):
like all utility operators follows the “Guidelines in Managing Openings in Public Roads” document published by the Department of Environment and Local Government.
As per the above-named document, we would have firstly submitted a T1 notification to Dublin City Council (DCC). A T1 notification gives DCC notice of the entirety of our intended works. The notification is submitted to allow adequate time for consultation, coordination, and joint planning between us and DCC before any works begin. The T1 notification period is generally a maximum of 90 days.
Upon granting of the T1 by the local authority, we then apply for a T2 Licence. A T2 is a licence to perform road works.
As a T2 is limited in urban settings to be granted per one road only, we have to apply for a T2 licence per road.
The company is offering to provide further information on request. SRA will pass on to the company any comments or queries it receives from residents. We understand that Steptelecoms are also consulting the Connaught Street Residents Association in relation to its planned work.
